In Civilization 7, there are numerous modifications like Ages, Influence, Independent Powers, and others that necessitate a fresh approach to strategies you’ve previously mastered. However, one consistent aspect is the method of achieving victory, which remains largely similar to previous games. You can still opt for one of four primary victory conditions by following cultural, military, economic, or scientific routes. These paths are now referred to as Legacy Paths and involve completing several milestones before another civilization outpaces you. The competition starts even before the game begins, as you select your Leader from among many options and decide on your first-age civilization. Your choices can significantly impact your progress through the Legacy Paths. With more combinations available than ever before, we’ll guide you on the most effective Leaders and civilizations to pick in Civilization 7.

Best Cultural Leaders and civs
Augustus – Cultural/Expansionist
Our initial choice for a leader is Augustus, who brings an advantageous trait of boosting the production by 2 in the capital for every city you establish. This early increase in output can stimulate your growth significantly. As you expand and create cities, they are immediately capable of purchasing cultural structures, thereby increasing your culture income without needing to upgrade them into full cities first. Additionally, Augustus offers a 50% discount on building purchases within towns, making the process more streamlined.

Jose – Cultural/Diplomatic
Jose is another great choice, although he seems somewhat unpredictable. His primary advantage lies in the fact that historical events grant an additional 20 culture and gold each era, and he encounters more such events than typical leaders. Additionally, his celebrations last half as long again and increase happiness by 50%, which may also temporarily boost culture (though this is not guaranteed). While less dependable, the rewards are significantly greater when a historical event or celebration grants a bonus to culture.
Egpyt
Among the cultures available, selecting Egypt for your civilization would be highly advantageous. This choice offers an array of distinct structures that boost gold generation, a benefit that simplifies the construction of Culture Centers. Moreover, the Mastaba structure contributes to cultural growth independently.
Best Military Leaders and civs
Friedrich, Oblique – Militaristic/Scientific
Among many military leaders, Friedrich, Oblique stands out with some exceptional advantages in our viewpoint. Initially, granting army commanders a +1 command radius boost may seem insignificant, but as the game progresses, this bonus becomes increasingly potent. To top it off, his almost overpowering trait of creating a free infantry unit when constructing a science building significantly speeds up army creation compared to other leaders.
Trung – Militaristic/Scientific
As a gamer, I’d say Trung is another great pick for a military leader. His army commander starts three levels ahead, and gains a 20% XP boost. This means that early combat encounters will be heavily in my favor, making progress smoother. Also, his +10% science bonus in tropical cities, or a +20% increase when formally declaring war, might not seem like it directly benefits the army, but it helps me unlock better units and upgrades on the science tech tree quicker, giving me an edge over time.
Maurya
The ruling power in the military sphere is the Mauryan dynasty. They bring a distinctly powerful military unit to the table and provide numerous strategies to maintain your citizens’ contentment at optimal levels. Given that waging wars tends to lower happiness levels, these tactics ensure you always remain on the positive side.
Best Economic Leaders and civs
Napoleon, Emperor – Economic/Diplomatic
In simpler terms, the Emperor version of Napoleon introduces a special restriction called the Continental System. This system limits the trade routes of other Leaders towards your target leader by one. This gives you an economic advantage as it slows down others in the competition. Additionally, you earn extra gold, 8 per age, from every Leader that is either unfriendly or hostile with you. Furthermore, you can veto Endeavors without any cost.
Xerxes – Cultural/Economic
Xerxes exhibits a more assertive economic leadership style, gaining an additional 3 combat strength when attacking on neutral or hostile territory. Upon capturing a settlement for the first time in every era, you’ll receive both culture and gold rewards totaling 100 units, which complements his initial perk. Xerxes’ economic prowess is particularly evident as he earns an additional 10% gold from each settlement, with this increase doubling to 20% if the settlement has been conquered. Furthermore, Xerxes can accommodate an extra settlement in each era compared to other leaders.
Mississippian
To be honest, I find myself strongly inclined towards the Mississippian civilization due to its exceptional merchant, who boosts your income by providing 25 additional gold for every resource obtained via trade routes, as well as an extra structure that generates gold.
Best Scientific Leaders and civs
Benjamin Franklin – Diplomatic/Scientific
In simpler terms, Benjamin Franklin is unique in that he has a strong emphasis on science. For every production building in a city during each age, he increases the science output by one, and boosts the production on those buildings by 50%. Additionally, you earn extra science per age for any projects you initiate or support. Notably, you can have two identical projects active simultaneously, effectively turning your influence points into additional science.
Himiko – Diplomatic/Scientific
In simpler terms, Himiko’s characteristics feature an exceptional endeavor called «Friend of Wei,» which boosts both yours and an ally’s science by 25%. Additionally, she can support other endeavors for free. An extra benefit is that you gain +4 science in each era for every leader you maintain friendly or helpful relationships with. If you prefer a peaceful approach in your game, these traits work exceptionally well to significantly increase your science earnings.
Maya
In our observations, no civilization excels specifically in science, but the Maya stand out with notable benefits. A key feature to leverage is the Kuh Nah structure, which when strategically positioned, can become one of the most productive science generators within the game.
